On May 27, when attending the Dispatching Conference in Qingdao for striving for the National Civilized Model City, Zhao pointed out that it was necessary to infer other things from one fact, and comprehensively check the cause of the problem and correct them timely. Special attention should be paid to the traffic order regulation, removal of illegal buildings, revolution governance, mountain renovation, market management, and urban environmental management and other tasks. Practical and feasible measures should be taken to speed up the work process and intensify governance efforts to ensure tangible results as soon as possible.

On July 5, when attending the mobilization and deployment meeting of national urban management, Zhao stressed that it was necessary to promote the renovation of Shantou parks comprehensively, investigate and clean up illegal buildings thoroughly, carry out plans and designs with high standards according to local conditions, improve all kinds of supporting facilities, and do well in opening-up and management.
